Norden 0–30

Funding is available for projects or networks in which children and young people actively participate in the planning, implementation, and evaluation of activities. Projects must promote democracy and strengthen the influence of children and young people.

The projects can include:

• Networks: Meetings, conferences, workshops, camps, or training courses that promote co-operation and provide opportunities to share knowledge and experiences.
• Creative outputs: Campaigns, reports, digital content, or works of art that increase children’s and young people’s awareness of their rights and opportunities to participate.

The programme does not grant funding for:

• activities that have already been carried out
• commercial projects intended to generate a financial profit
• routine operating costs, such as equipment purchases or salaries that are not directly related to the project.

Project duration

Projects may run during the year in which the application is submitted and the following two calendar years (i.e. the application year plus two additional years).

The earliest start date for activities funded by the programme is eight weeks after the application deadline.

Funding can be granted to:

• organisations
• local authorities
• institutions
• associations
• networks.

You must have corporate identity number in order to apply.

• The lead applicant must be based in the Nordic Region.
• The applicant does not need to be a young person but must represent an organisation that either consists of, or has experience of involving, children and young people.

Projects must also involve co-operation between two or more Nordic countries.

• For projects involving two Nordic countries, one of the participating countries must be Greenland, Iceland, the Faroe Islands, or Åland.
• At least three participating countries must be Nordic countries in projects in which three or more countries are participating. Denmark, the Faroe Islands, Finland, Greenland, Iceland, Norway, Sweden, and Åland are considered as separate countries.
• Co-operation with organisations from Greenland, the Faroe Islands, Åland, or Sápmi is considered particularly valuable.
• Only Nordic project partners count towards the minimum partnership requirement.
• The partner is considered to represent the country or area in which the organisation is registered.
• A partner organisation is considered to represent the country or territory in which it is registered.
• Organisations and/or participants from the Baltic countries may take part in both the application and the project’s activities.

Please note that the programme is not open to:

• individuals
• sports organisations
• organisations or networks that neither consist of nor have experience of inclusive work with children and young people
• organisations or networks that are not based in the Nordic countries.

• For co-operation between three or more Nordic countries, you may apply for up to EUR 50,000.
• For co-operation between two Nordic countries, you may apply for up to EUR 10,000.

Co-financing

You must also secure at least 15% of the project’s funding from other sources, which may include in-kind contributions (non-financial support such as voluntary work, goods, or services).

Funding from Norden 0–30 and similar institutions must not exceed 85% of the project’s total costs. Other Nordic funding sources include the Nordic Culture Fund and NordPlus. Please note that the mandatory budget templatemust be used. Clearly specify the costs for which funding is being requested.

• The budget attachment must be prepared using the budget template provided via the relevant link.
• Upload relevant documentation relating to the planned partnership, such as an agreement or letter of intent.

An assessment is made based on the above criteria and the degree to which the project successfully conveys the following.

Participation and influence of children and young people

The project must involve children and young people as fully as possible throughout all stages of the project, from idea development to evaluation.

• The assessment considers the degree of children’s and young people’s own participation and co-determination in the project, as well as how the project has already taken root within the relevant target group.

Nordic co-operation

Projects should strengthen Nordic co-operation and create lasting relationships between young people across the Nordic Region.

• It is considered an advantage if the project promotes new partnerships and has a positive impact on their role in Nordic culture, politics, or society

Contribution to Vision 2030

Projects should contribute to the Nordic Council of Ministers’ Vision 2030, which aims to make the Nordic Region the most sustainable and integrated region in the world.

• This may be demonstrated through different aspects of the project, such as its content, delivery format, gender balance, or choice of research methods.

Inclusion and representation

Projects should seek to include vulnerable or underrepresented children and young people, such as minority groups, refugees, people with disabilities, or those with limited access to education or culture.

Make sure you always mention your funders in all project communication – together we demonstrate that a form of funding is required.

• Projects funded by Norden 0–30 must use the Nordic Council of Ministers’ logo.
